This unusual incident happened at Congress, early rounds of Teams.

East is dealer but South calls 1D out of turn (natural, not precision).

You arrive at the table and West does not condone the bid. So the 1D bid gets cancelled, and the bidding recommences at East.
East opens 2D (Multi)!   Explained as either a weak 2 in the majors or a strong NT.
You take South aside (new laws) and...

QUIZ: What do you tell him?

 

SOLUTION:

"The laws state that there will be a penalty if you do not make a bid that means in essence what you originally bid.   If you make a comparable bid, all is forgiven, but you do not have to.   Tell me what you'd like to do..."

If he tells you that he wants to show his diamonds still, you ask him how?

Either will be accepted as a comparable bid, bidding will then continue, and no Law 16 UI or lead penalties apply. All hath been forgiven.

If he instead PASSES (it may well be too high) he may do so, but if their side is defending, penalties will be: (Law 26B) declarer can forbid a suit lead by offender's partner at his first turn to lead, a suit not mentioned in the legal auction; (Law 72C) adjustment may take place IF, as a direct consequence of the infraction, the opponents get a good score.
